EU Civil Protection Mechanism TO HELP UKRAINE

When the scale of Emergency overwhelm a national response capacities, the EU Civil Protection Mechanism enables a coordinated assistance from the participating states.

In light of the Russian invasion of Ukraine, the Ukraine Support Task Force (USTF) of the Energy Community Secretariat and the Emergency Response Coordination Centre (ERCC) of the European Commission are coordinating the door-to-door delivery of specialized energy equipment donated by private companies and countries. This equipment is highly needed to repair the energy infrastructure damaged during the war. The deliveries are channeled under the European Union Civil Protection Mechanism (UCPM),and the ERCC and USTF assist donor companies and Ukrainian authorities through the entire donation process.

In addition to the 26 EU countries, there are currently 8 participating states in the Mechanism (Albania, Bosnia and Herzegovina, Iceland, Montenegro, North Macedonia, Norway, Serbia, and Türkiye). Since its inception in 2001, the EU Civil Protection Mechanism has responded to over 600 requests for assistance inside and outside the EU.

DG ECHO agreed to run a pilot whereby specific in-kind offers from private companies in the energy sector are to be donated to UA through the UCPM.

Donation process:

  • The USTF provides donors with the up-to-date list of items, which corresponds to Ukraine’s immediate needs.
  • Companies willing to donate will benefit from support in the preparation of the required documents.
  • All donations are subject to a simplified customs clearance process for humanitarian assistance ensured by the UCPM coordinated by the ERCC.
  • The ERC Corganises the transportation of the donated equipment free of charge. Pickup is available from all EU Member States and from Norway, Iceland, Serbia, North Macedonia, Montenegro, Bosnia and Herzegovina, Türkiye and Albania.
  • The USTF informs the donor on the delivery status of the shipment.


Documentation to be prepared by the donor companies

The following documentation shall be provided to the USTF who will feed in the transport request to ERCC:

  • Shipment template including the packing list -USTF provides the donor with the template.
  • Pro forma invoice -USTF provides the donor with the template.
  • Donation Agreement -USTF provides the donor with the template.
